I think they only confirmed it to Rich_The_Fish because he emailed them first to ask if it would be included. If you are concerned then I'd recommend sending an email too. But it seems as long as you spent 17 Euros or more you should get one...

They better include the Spiel tile! I've had to fight Cundco customer service before and it is a long and tedious process (although you do usually get what you paid for in the end). I ordered two copies of the Star Wars Carcassonne Expansion 1. Shipping was the same for one or two, so I figured I could double-down on my brother-in-law's gift of Star Wars Carcassonne. He should be happy. I mean, Star Wars + Carcassonne + Kylo Ren. lolz. Still, I was a bit bitter at the high shipping price for these (they roughly cost $33 each!).

I've had things go wrong during the pick/pack/ship process on a few different Cundco orders. Once they wrecked a sticker sheet by folding it in half; another time they put my tile tower in a rough, corrugated mailer that tore up the tower's edges; and on a third occasion they sent me a big tote bag instead of the blue tile bag I ordered. They re-shipped to fix the two problems I reported to them (I didn't mention the stickers).

Regarding Spiel 17, I just got an email from Cundco customer service about an hour ago saying they do still have some Spiel 17 tiles left and if an order is worth more than 17 euro, the recipient will find a Spiel 17 tile in the package. If anybody ordered enough product (before shipping costs) and did so after the promotion was officially announced, but did not receive the tile, I'd recommend shooting them an email.

Hello theaeblackthorn, exactly the same problem with my package. They replied me immediately, that they are sending the missing Spiel tile. So hopefully the envelope will arrive safely...
