Title: Can a fan expansion be copyrighted?

Hello,

I haven't created a fan expansion. I'm just curious if the creator of one can have it copyrighted, or does the creator of Carcassonne have the right to copyright any/all fan expansions. Seems like some of the fan expansions could easily be incorporated into the official world of Carcassonne, making it easy for the originator of Carcassonne to capitalize on what the fan created.
