Looks to me like a combination of a Siege/Cathar/Besieger & Cult - but I could be talking out of my hat (I often do)

Looks like one of the sheets from Cult, Siege and Creativity. The full expansion has four more Cult tiles and two white tiles.

Yes, it's Cult, Siege and Creativity setup.

But for me it looks like some home printing.

I thought it was only released already punched in a small box from RGG?

It was, although internally some unpunched sheets probably exist. However the backs of these tiles look wrong too with some areas darker than they should be.
