Good day to you all!

Over Christmas my family and I got into a little discussion (as I believe is customary while playing games over the festive period) over the complete / in-complete status of a city.  Although I have seen on other websites it states "a city is complete if the wall around it is complete."  My argueme, however, is this.  How can you have a complete city if there is a square missing in the middle of it?  It is possible to have a situation where you could have 4 single city edged squares around an empty space.  In this scenario the wall is complete but the city is lacking.

So, is anyone able to enlighten me?  Preferably Klaus-J
