OK, so it's possible to finish all the cities, roads, and cloisters.
This layout is still not good enough in that it's now one row too tall. It requires a 10*9 grid, and I imagine a 9*9 or a 10*8 might be possible.
Does anyone has interest in reducing the size?

That crop tile is in place of the extra tile in BB5
