If I understood you right (which I doubt), then the player who has chosen the tile have a choice - to pay this "outrageously high bid" or to sold the tile for the same price, making bidding person to pay his high bid. So this isn't kingmaking, you can't guarantee a win to yourself that way.
Variation: As many tiles should be uncovered as there are players. Beginning with thenext player, in turn each player selects one of the tiles and places it as in a normal turn.This continues until all the uncovered tiles have been allocated, and then the gamecontinues as normal.
