Let's see a recap of the actions happening in the first steps of phase
2. Placing a meeple, right after the optional buy back fof one of your meeples trapped in a batthouse (Step 2A).
A lot of actions may happen in
Step 2B-1, before placing your phantom. You may pick only one of the following actions, grouped by types for the sake of simplicity:

Placing one of your meeples: - On a feature or bridge on the tile just placed (direct placement)
- On a feature on another tile (with a magic portal or a flying machine)
- As an acrobat on the tile just placed or on an adjacent tile, or on another tile (with a magic portal or a flying machine)
- On any open tower
- On the Wheel of Fortune

Placing one of your special figure: - Your pig, builder or shepherd on the tile just placed
- Your barn on one of the corners of the tile just placed
*
Placing a neutral figure: - The fairy next to any of your meeples on the playing area
- A tower floor on any tower foundation or or open tower in the playing area, including the tile just placed. You may capture one meeple from any player including yourself..

Placing/moving a token: - Placing a little building on the tile just placed
- Placing or moving your tollhouse on any village in the playing area
*
Removing a figure: - Any of your figures in the playing area with the Festival
- Your abbot form any tile on the playing area to score it early
- Any of your meeples trapped by Vodyanoy or Solovei Razboynik.

Scoring an acrobat pyramid on any tile of the playing area that was completed in a previous turn.
After performing none or one of these actions, you may optionally place your phantom
(Step 2B-2). You may pick only one of the following actions:

Placing your phantom: - On a feature or bridge on the tile just placed (direct placement)
- On a feature on another tile (with a magic portal or a flying machine, if not used previously by another meeple)
- As an acrobat on the tile just placed or on an adjacent tile, or on another tile (with a magic portal or a flying machine, if not used previously by another meeple)
- On any open tower
- On the Wheel of Fortune
Afterwards
Step 2C will conclude the phase with some actions:
* Ferry placement and optional movement
* Shepherd actions
* Optional fruit actions, that may be triggered by any of your meeples placed in Steps 2B-1 and 2B-2, if any
* Receiving a dispatch from this round of scoring, if applicable. Note that some messages may involve your phantom
So the phantom, as any other meeple is limited to the same placement restrictions and benefits:
* By default, it is placed on the tile just placed
* Some mechanics may allow you to place it on other tiles:
- Magic portals
- Flying machines
- Acrobat placement
- Tower capping
- Wheel of Fortune
