Rule book - 1st expansion - Inns&Cathedrals - page 2 - rule tile with crossing and inn
I did some correction reading for the German rules - short time before printing. I told HiG that is part of the rule was not clear enough. HiG has a different rule than zman games now.
Instead of the rule from zman games (http://www.zmangames.com/uploads/4/7/1/7/47170931/en-carcassonnne-ii-ext1-rules.pdf):
"The inn counts for the road heading left and the one heading right, but not the one heading down."
Here is the translation of the rule from HiG:
"A crossing without a small village in the middle divides roads. That means there are 3 roads on this tile. The inn belongs to the roads which goes to the right and to the left but not for the road which goes down."

Thanks kettlefish.
Note that the zman rules mark the AND in bold.
