Title: The Fairy and The Dragon

The player having the move, which was pulled tile with marked dragon in case he does not want to put his followers on drawn tile, can he take advantage of the right to ask the fairy (princes) and put her to protect him against a dragon or it is not allowed to take the villa to him?

Yes he can take the fairy if he didnt deploy one of his followers

In that case, the dragon usually would not play any role if is on the move the player whose followers is in the dragon neighborhood (this is related to the case with two players).

Vulcano is usually set up so as to harm an opposing player and where the players collide.
For example, I'm pulling tile with volcano and putting it near the opposite follower I want to remove in order to win a monstrous big city and it's the only way to realize it. Opposite player pull tile with the Dragon, takes the decision not to set up followers and of course that he will do so he could take a fairy.
He takes fairy and protects his players. I think you that opposite player must though to do that before (move before) the tile with the dragon was pulled by someone.

That's the way how Fairy works. If you are lucky enough to draw a tile with a Dragon, you also have a right to move Fairy. But Fairy can protect only one tile with all followers on it, but Dragon can eat someone else.

A player can always choose to move the Fairy instead of a Follower. It is not limited to when someone draws the Dragon-Moves tile. And the Fairy blocks the Dragon from passing through the tile entirely, protecting every figure on it. The Dragon has to go around.
