When play only C1 halflings, they will use old rules, if play C2 or both, they will play by new rules. Or they can choose family rules and combine. Anyway, 3x3 contains halflings by C2 Rules will affect also expansions as Barber-Surgeons, Acrobats, Gardens, because it is important to have full 3x3 border
