Or perhaps it could be played with 3 tiles face-up in the middle of the table with the rest of the tiles in the bag. On his/ her turn each player could choose to play one of the face-up tiles (replacing it with a new one from the bag afterwards) or simply take one from the bag and place it. I look forward to trying this out next time I play...

Ok, this is getting very interesting. I had sent an email to organisers of Ludinord (where I qualified), of Paris est ludique (where the championships will be held in June) as well as to Filosofia, the French publisher of Carcassonne. I basically wanted to know if I could participate and I just received their confirmation: "Perfectly admissible", a representative of Filosofia answered!

So I will start looking for train tickets and hotel in Paris.

Excellent news; it's good to see there's no politics or bureaucracy stopping you from participating; at the end of the day you're clearly bringing something to the French table ('table' I guess).
