Do roads end in Wheel of fortune?

Does the rim on the wheel terminate the roads on the start tile that touch it, just want to confirm.

This was always the case when we play, that each road segment is an ending to that specific road. After reading the entire Wheel of Fortune on S-Car v7.4 twice I can't find anything about it.

But I think it's safe to say that a road segment on any WoF version tile counts to a road's end.
