what expansions are worth to have more then 1 off ?

lets not talk about price. if you think 3 tunnels is cool to play with say it.

personally i feel like you need 2 wheel of fortune tile packs in your game to use it effectively.

also goldmines seems fun i just played it for the first time yesterday.

Haven't thought much on this question per se but for an extreme fun and challenging mode you can play with 3x Dragon expansions.

Personally I feel like it's worth playing with 2 copies of Flyers, Hills & Sheep, Abbey & Mayor, Princess & dragon. They make it much easier to sneak into others' cities or just rob it outright. For that matter, Tower does the same job, but I guess it'll be too powerful if not in a mega-Carc game. Catapult does the same thing, but it's too physical when other expansions are only mathematical and psychological.

I would double on Mage/Witch and Flying Machines.   8 of each just doesn't seem to cut it sometimes, especially if you are going to play a larger game.  I'd like extra magic portals too.

Mage witch indeed and goldmines also.
But it really depends on the total set-up. how many tiles? which expansions etc.
just try a lot of expansions and remember the setups you like.

i can buy the mini expansions for cheap from this shop so  far i was thinking to get an extra of

-goldmines
-flying machines
-mage/witch

is the ferry man expansion worth it? i figured it did enough stuff with just 8 tiles even in a mega carcassonne.

is there a scenario where you would want 3 of a mini expansion ?

If I had my way I'd have four of everything to cover most symetry occurances. Eight of everything, though...

I'd say go for it and buy that third. It's cheap, out of print and you never know if you need a third. You can always sell or give away later.

It's all about balance. Difficult to say what to recommend on its own. Depending on what type of game and expansions you play sets the appropriate amount of tiles to be used.

Some things to consider:

Diminishing return. More tiles quite often means a longer boring game at the end, especially with expansions that score too few points such as Traders, Gold Mines etc.
  Investing a meeple or more only to get an average score for each between 4-8 points that takes several moves is not worth it. Not always at least.

Cloisters. Every expansion except Corn Circles have these and they can quickly start stacking up to a ridiculous amount. My last game had almost, if not more, than 1000 of them!
  You can try remove some of these and, for example, replace a cloister gold mine tile with another gold mine tile without one.
